アメリカを強い同盟国へ育てる/Raise America into a strong ally

高市総裁に期待したい、日米関係をひっくり返す「逆転のアイデア」を考えてみます。これまでの「アメリカ頼み」を卒業し、日本がアメリカを助け、育て、世界をリードするという新しい役割を担います。この大きなビジョンの土台となる、日本の潜在力と役割とは何でしょうか？

I want to consider a “reversal idea” that will overturn the Japan-US relationship, which I would like to see in the next leader of the Liberal Democratic Party. We will graduate from the “reliance on the United States” and take on a new role in which Japan helps, nurtures, and leads the world. What is Japan’s potential and role that will form the foundation of this grand vision?

日本の技術は「世界のモノづくり」の心臓部/Japanese technology: the heart of global manufacturing.

長年「日本はもうダメだ」などと「日本衰退論」が常識のように国内外に蔓延してきました。「失われた30年」といわれてきましたが、実は私たちの技術力は世界トップレベルなのです。ハーバード大学のランキングで、日本は1995年からずっと「経済複雑性」世界1位をキープしてきました。これは「世界で一番、多様で高度なモノづくりができる国」という証拠です。

For many years, the “decline of Japan” theory has been widespread both domestically and internationally, with phrases like “Japan is finished” becoming commonplace. We have been told of a “lost 30 years,” but in reality, our technological capabilities are world-class. According to Harvard University rankings, Japan has consistently maintained the top position in the world for “economic complexity” since 1995. This is proof that Japan is “the country that can create the most diverse and advanced products in the world.”

世界産業の「核心部分」は日本が握っているのです。スマホや最新鋭の戦闘機を動かす、一番大事な部品や特殊な材料は、ほとんどが日本製です。例えば、半導体を作るのに欠かせない薬品（フォトレジスト）は、世界の7割以上を日本が作っています。日本の技術が止まれば、世界の産業はストップします。

Japan controls the “core” of world industry. Most of the crucial components and specialized materials that power smartphones and state-of-the-art fighter jets are made in Japan. For example, Japan produces over 70% of the world’s photoresist, a chemical essential for manufacturing semiconductors. If Japanese technology stops, world industry will stop.

一方、アメリカでは、鉄鋼や自動車などの「現場の技術」が弱くなり、若者はITや金融にばかり夢中になりました。モノづくり現場の「努力と蓄積」が、おろそかになってしまったのです。

In contrast, in America, “on-site technology” in industries like steel and automobiles has weakened, and young people have become absorbed in IT and finance. The “effort and accumulation” of manufacturing sites have been neglected.

米国の技術衰退の一方で、日本の新しい役割が求められています。日本は現場の親方から「総監督」へ変わろうとしています。日本の技術と頭脳でアメリカの工場を復活させます。「製品はアメリカで作るが、それを教える知恵や魂は日本」という仕組みを作るのです。私たちは現場で組み立てる係から卒業し、研究開発や生産管理といった「モノづくりの設計図を描く人＝総監督」になります。これで、私たち国民の給料所得も上がることを意味します。

While the U.S. faces technological decline, a new role is emerging for Japan. Japan is shifting from a hands-on foreman to a “general manager.” With Japanese technology and intellect, we will revive American factories, creating a system where “products are made in America, but the wisdom and soul to teach it come from Japan.” We will graduate from being on-site assemblers to becoming “people who draw up the blueprints for manufacturing = general manager,” such as in research and development and production management. This means that the salary income of our citizens will also increase.

2,200兆円の資金力でアメリカの「大株主」になる/Becoming a major shareholder in America with 2.2 trillion yen in funds

実は、日本が世界で一番お金持ちの国だということは、あまり知られていません。日本には、驚くほどの巨大なお金（埋蔵金）があるのです。このことが長年秘匿されてきたのは、日本政治の劣化と財務省主導の政治が続いてきたことに他なりません。

Actually, it is not widely known that Japan is the richest country in the world. Japan has an astonishing amount of hidden wealth. The fact that this has been kept secret for so long is due to the deterioration of Japanese politics and the continued dominance of the Ministry of Finance in politics.

日本人は主権者として、納税者として、改めて自らの「お財布」の大きさを確認しおく必要があります。年金積立金（GPIF）：200兆円以上。日本人の個人資産（金融資産）：約2,000兆円。海外への貸付金（純債権）：471兆円（毎年黙っていても海外から巨大な利息が入ってきます）。

As Japanese citizens and taxpayers, it is necessary to reaffirm the size of our own “wallets.” Government Pension Investment Fund (GPIF): Over 200 trillion yen. Japanese personal assets (financial assets): Approximately 2,000 trillion yen. Loans to foreign countries (net credit): 471 trillion yen (huge interest income comes from overseas every year without us even noticing).

この超巨大な資金を、アメリカの経済を再生させるための「戦略的な投資」に使います。私たちがアメリカ経済の「大株主」となり、実質的にコントロールする力を持つということです。

We will use this massive amount of funds for “strategic investments” to revive the American economy. This means we will become the “majority shareholder” of the American economy, giving us the power to effectively control it.

選挙に左右されない経済的な信頼の絆/An economic bond of trust that is not swayed by elections

新しい安全保障は、「経済」を最強の防衛システムにすることです。日米が運命共同体となることは、日本のお金がアメリカ経済の「心臓」となり、日本の技術がアメリカ工場の「脳」となります。これは日本にとって最強の防衛システムが構築されることになります。日本がアメリカの「心臓と脳」になれば、アメリカは「自分の命を守るのと同じように」日本を守らざるを得なくなります。大統領が代わっても（共和党から民主党になっても）、選挙に左右されない確かな信頼関係が生まれます。

The new security strategy is to make “economics” the strongest defense system. Japan and the United States becoming a community with a shared destiny means that Japanese money will become the “heart” of the American economy, and Japanese technology will become the “brain” of American factories. This will create the strongest defense system for Japan. If Japan becomes the “heart and brain” of the United States, the United States will have no choice but to protect Japan “as if it were protecting its own life.” Even if the president changes (from Republican to Democrat), a reliable relationship that is not influenced by elections will be created.

もちろん、新しい「経済同盟」には、軍事的な協力や最新兵器の共同開発も含まれます。これにより、NATOよりさらに強大な、民主主義の国々のチームワークが生まれます。

Of course, the new “economic alliance” will also include military cooperation and the joint development of the latest weapons. This will create a team of democratic countries even more powerful than NATO.

道徳的外交とダイヤモンド構想/Moral diplomacy and the Diamond Initiative

外交でも、力の横暴（覇道）ではなく、道徳（徳）をもって相手を導く「道徳的外交」、さらに人権に根差した倫理的外交を展開します。先ずはクアッドで世界を囲むことに注力すべきでしょう。日本、アメリカ、オーストラリア、インドという、自由という価値観を共有する4つの国（クアッド）が協力に連携し、「自由と繁栄のダイヤモンド」を完成させます。このダイヤモンドの輪の中で、力で周りを支配しようとする国（独裁主義的国家など）の影響力を完全に封じ込め、無力化できると思慮します。

In diplomacy, we will promote “moral diplomacy” that guides others with morality (virtue) rather than the tyranny of power (hegemony), and furthermore, ethical diplomacy rooted in human rights. First, we should focus on surrounding the world with the Quad. Japan, the United States, Australia, and India, four countries (the Quad) that share the value of freedom, will cooperate and complete the “Diamond of Freedom and Prosperity.” I believe that within this diamond ring, we can completely contain and neutralize the influence of countries that try to dominate their surroundings by force (such as autocratic nations).

この壮大な計画は、すべて「私たち日本人の心と魂の強さ」にかかっています。80年間続いてきた「金縛り状態」から日本人を解き放ち、自信と誇りを取り戻し、日本の技術と政治を世界へ向けて展開するよう熱く呼びかけたいと思います。

This grand plan hinges entirely on “the strength of the hearts and souls of us Japanese.” I would like to passionately call for the Japanese people to be freed from the “spell” that has lasted for 80 years, to regain confidence and pride, and to expand Japan’s technology and politics to the world.
