世界の真ん中で咲き誇る外交/Diplomacy in Full Bloom at the Heart of the World
近年の東アジア情勢は、米中対立を軸に大きな緊張をはらんできました。こうした状況下で、日本初の女性首相が誕生しました。高市総理は就任直後から、ASEAN、米国、韓国、APECという集中的な外交日程を精力的にこなし、「世界の真ん中で咲き誇る日本外交」を体現しました。この外交の軸は、単なる友好関係の構築にとどまらず、日本の「経済安全保障」と「地政学的安定」を確固たるものにすることにあります。
Recent East Asian affairs have been fraught with great tension, centered on the conflict between the U.S. and China. Amidst this situation, Japan’s first female Prime Minister has been born. Immediately after assuming office, Prime Minister Takaichi energetically carried out an intensive diplomatic schedule encompassing ASEAN, the United States, South Korea, and APEC, embodying a “Japanese diplomacy blooming in the center of the world.” The axis of this diplomacy lies not merely in building friendly relations, but in firmly establishing Japan’s “economic security” and “geopolitical stability.”
このように、日本の女性首相がその存在と政治的スタンスを明確に示したことで、計り知れない求心力が生まれました。これまでも日本はアジアの先進国でしたが、残念ながら全体をまとめ上げるような大きなリーダーシップを発揮できていませんでした。実際、アジア諸国のみならず欧米の国々も、日本に対し一貫した姿勢とリーダーシップへの期待を抱いてきたのですが、それに十分応えてきたとは云えませんでした。
In this way, the clear presence and political stance of Japan’s female prime minister has created immeasurable centripetal force. Japan has been an advanced nation in Asia, but unfortunately, it has not been able to demonstrate the kind of great leadership that unites the whole. In fact, not only Asian countries but also Western countries have had expectations for Japan’s consistent attitude and leadership, but it cannot be said that Japan has fully met these expectations.
「旗幟を鮮明に」する高市外交/Takaichi’s Diplomacy of “Making the Stance Clear”
なぜ、従来の日本の政治家たちはリーダーシップを発揮できなかったのでしょうか。それは、米国や中国といった大国に忖度しすぎていたからです。米中どちらの国も裏切ることができないという思考から、どっちつかずのコウモリのような外交を続けた結果、ただ利用されるだけで、誰も本心からついてこなかったのです。
Why have traditional Japanese politicians failed to demonstrate leadership? It is because they have been too deferential to major powers like the United States and China. Because they believed they could not betray either the US or China, they continued a fence-sitting, opportunistic diplomacy, which resulted in them simply being used, and no one genuinely followed them.
「旗幟（きし）を鮮明にする」という表現は、戦場で敵と味方を識別するために旗を立てることに由来しています。つまり、考えや態度を曖昧にせず、他者から見てはっきりとわかるようにする様子を表します。
The expression “to clarify one’s colors” comes from the act of raising a flag on the battlefield to distinguish between friend and foe. In other words, it describes the state of not making one’s thoughts or attitudes ambiguous, but making them clear and easily understood by others.
今回、高市首相が世界に向けて「旗幟を鮮明に」したことで、敵と味方がはっきりしたのです。途上国の多くは、大国の間で自国の態度を明らかにできずにいましたが、そこに登場したのが高市早苗という新リーダーでした。彼女の登場によって、「民主主義国家 Vs 独裁主義国家」という世界の構造が再び浮き彫りになりました。特に発展途上国では政治的理念が曖昧で、「力」による政治が支配する傾向にあり、そこに付け込むのが中国の外交手法です。
By clearly “taking a stand” on the world stage, Prime Minister Takaichi has clarified who are the friends and foes. Many developing countries have been unable to clearly state their position between major powers, but then a new leader, Sanae Takaichi, appeared. Her emergence has once again highlighted the world’s structure of “democratic nations vs. autocratic nations.” In particular, political ideologies are ambiguous in developing countries, where politics based on “power” tend to dominate, and China’s diplomatic approach exploits this.
中国総領事による牽制と逆効果/The Chinese Consul General’s attempts at restraint backfired.
高市外交の成功を快く思わないのは中国です。中国の薛剣・駐大阪総領事は11月8日、高市早苗首相の台湾有事発言に際し、「その汚い首は一瞬の躊躇もなく斬ってやるしかない」などとX（旧ツイッター）に投稿しました。この度を超えた表現には、強い批判が集まりました。これに対して中国当局からの謝罪も処分もなく、沈黙が続きました。中国側は高市首相に対する牽制の意味合いでの投稿だったと思われます。しかし、皮肉にもこの投稿のおかげで、高市首相は再び世界の注目を浴びることになったのです。
It is China that is unhappy with Ms. Takaichi’s successful diplomacy. On November 8, Xue Jian, China’s Consul General in Osaka, posted on X (formerly Twitter) regarding Prime Minister Sanae Takaichi’s remarks on a potential Taiwan emergency, saying, “That dirty neck has to be cut off without a moment’s hesitation.” This excessive expression drew strong criticism. In response, there has been no apology or disciplinary action from the Chinese authorities, and silence has continued. It is thought that the Chinese side’s post was meant to be a check on Prime Minister Takaichi. Ironically, however, thanks to this post, Prime Minister Takaichi has once again gained global attention.
日本への支援声明/Statement of Support for Japan
高市首相が掲げた「旗」のもとに集まった、民主主義の国々の支持表明を見てみましょう。まず米国政府は、「日米同盟は地域の平和と安定の礎であり、我々は日本を全面的に支持する」と明言した。これは単なる同盟の確認にとどまらず、インド太平洋戦略の中で日本を不可欠な存在と位置づけるものである。米国の支援は安全保障面だけでなく、経済・技術協力にも広がっており、日本の国際的信頼を裏付ける強力な後ろ盾となっていると語っています。
Let’s examine the expressions of support from democratic nations gathered under the “flag” raised by Prime Minister Takachi. First, the U.S. government clearly stated, “The U.S.-Japan alliance is the cornerstone of regional peace and stability, and we fully support Japan.” This goes beyond a simple confirmation of the alliance, positioning Japan as an indispensable presence within the Indo-Pacific strategy. U.S. support extends not only to security but also to economic and technological cooperation, providing a strong backing that underpins Japan’s international credibility.
次に欧州連合（EU）は、「日本は国際秩序の維持に不可欠なパートナーであり、我々は協力を続ける」と声明を出した。欧州にとって日本は、民主主義・法の支配・人権尊重といった価値を共有する重要な仲間である。特にロシアのウクライナ侵攻以降、国際秩序の維持が喫緊の課題となる中、日本の存在は欧州にとっても戦略的に大きな意味を持つ。EUの支援は、経済連携協定や環境・技術分野での協力を通じて具体化しています。
Next, the European Union (EU) issued a statement saying, “Japan is an indispensable partner in maintaining the international order, and we will continue to cooperate.” For Europe, Japan is an important partner that shares values such as democracy, the rule of law, and respect for human rights. Especially since Russia’s invasion of Ukraine, as maintaining the international order has become an urgent issue, Japan’s presence has great strategic significance for Europe as well. EU support is materialized through economic partnership agreements and cooperation in the environmental and technological fields.
さらにASEAN諸国は、「日本の平和的外交姿勢を支持し、地域協力の強化を歓迎する」と表明した。ASEANにとって日本は、長年にわたり経済援助や技術協力を続けてきた信頼できるパートナーである。中国の影響力が強まる中で、ASEAN諸国はバランスを取るために日本との関係を重視しており、日本の「調和を重んじる外交」は地域の安定に寄与すると評価されています。
Furthermore, the ASEAN countries stated that they “support Japan’s peaceful diplomatic stance and welcome the strengthening of regional cooperation.” For ASEAN, Japan is a reliable partner that has provided economic assistance and technical cooperation for many years. Amidst China’s growing influence, ASEAN countries value their relationship with Japan in order to maintain balance, and Japan’s “diplomacy that values harmony” is seen as contributing to regional stability.

International organizations, particularly the United Nations, have stated that they “recognize Japan’s international contributions and support its position in promoting peaceful solutions.” Japan has greatly contributed to the international community through UN peacekeeping operations (PKO) and development aid. 民主主義の防波堤/Democracy’s Breakwater
これらの声明が同時期に発せられたことは、決して偶然ではありません。中国が外交姿勢を軟化させる兆しを見せた背景には、国際社会が日本を支持する明確なメッセージを発していることがあります。日本は米国・欧州・ASEAN・国連といった幅広い主体から支援を受けることで、外交的に孤立することなく、むしろ「信頼の中心」として位置づけられています。これは中国にとっても無視できない現実であり、対日関係改善を模索する要因となっています。
It is no coincidence that these statements were issued at the same time. The backdrop to China’s signs of softening its diplomatic stance is the clear message from the international community supporting Japan. Japan is receiving support from a wide range of actors, including the United States, Europe, ASEAN, and the United Nations, which prevents it from being diplomatically isolated and instead positions it as a “center of trust.” This is a reality that China cannot ignore and is a factor in its seeking to improve relations with Japan.
総じて、国際社会が日本を支援する声明を次々と発表したことによって、日本が新たな外交的優位を得ていることが理解できます。米国の安全保障支援、EUの価値共有、ASEANの地域協力、国連の国際的評価――これらが重なり合い、日本は「信頼と平和の象徴」として国際社会における存在感を高めているのです。一人の女性リーダーの誕生で、日本は単なる地域大国ではなく、「民主主義の防波堤」になったと言えるでしょう。
Overall, it is clear that Japan is gaining a new diplomatic advantage as the international community continues to issue statements of support. The US security assistance, the EU’s shared values, ASEAN’s regional cooperation, and the UN’s international recognition all overlap, enhancing Japan’s presence in the international community as a “symbol of trust and peace.” With the birth of a female leader, it can be said that Japan has become not just a regional power, but a “bulwark of democracy.”
高市政権が目指すものは「透明化」「可視化」された政策です。中国が隠蔽と恐怖で未来を閉ざした一方、日本は光で未来を照らしています。日本の「透明革命」が世界に浸透すれば、未来はもう嘘では動かないことになります。
The policies that the Takaichi administration aims for are “transparent” and “visualized.” While China has closed off the future with concealment and fear, Japan is illuminating the future with light. If Japan’s “transparency revolution” permeates the world, the future will no longer be driven by lies.
