世界経済を支える/Supporting the Global Economy
「日本が無ければ米国経済は破綻していた」これは2008年のリーマンショック後、米国財務省高官の漏らした言葉です。世界最強の経済大国アメリカ。しかしその繁栄の裏にはある国の存在がありました。数十年間静かに米国経済を支えてきた国。それは日本だったのです。
”Without Japan, the U.S. economy would have collapsed”. This is what a senior U.S. Treasury official leaked after the Lehman shock in 2008. The United States is the world’s strongest economic power. However, behind its prosperity was the existence of a certain country. A country that has quietly supported the U.S. economy for decades. That country was Japan.
いったい何が海外を驚嘆させているのか？ 「これは信じられない友好関係だ」海外が驚愕したのは日本の米国債保有高でした。日本は30年もの間、常にトップクラスの米国債保有を維持している。経済危機が起きても、政権が代わっても決してアメリカを見捨てない。特に2008年の金融危機では、多くの国が米国債を売却する中、日本だけは買い増しを続けました。まさに友人が困ったときこそ支える、という姿勢を国家レベルで実行していたのです。
What is astonishing the world? “This is an unbelievable friendly relationship.” What shocked the world was Japan’s holdings of U.S. debt. Japan has consistently maintained top-class U.S. debt holdings for 30 years. Even when an economic crisis occurs, or the government changes, they never abandon America. Especially during the 2008 financial crisis, while many countries were selling off US Treasury bonds, Japan was the only one that continued to buy more. It was truly acting on a national level with the attitude of supporting a friend when they are in trouble.
次に海外を困惑させたのは、日本の一貫した行動でした。米国が巨額な借金をしても、日本は文句ひとつ言わずに米国債を買い続けた。米国にとって、これほど信頼できるパートナー国はあるだろうか？ さらに驚くべきは日本が米国に何も見返りを求めない事でした。他国なら政治的要求や経済的優遇を迫るところを、日本は何も求めず淡々と支援を続けました。この無償の信頼こそが世界を震撼させた理由でした。
What perplexed the world next was Japan’s consistent behavior. Even as the United States accumulated enormous debt, Japan continued to buy U.S. bonds without a single complaint. Could the United States have a more reliable partner country than this? What was even more surprising was that Japan asked nothing in return from the United States. Whereas other countries would press for political demands or economic favors, Japan sought nothing and quietly continued its support. This unrequited trust was the reason the world was shaken.
海外専門家が最も感銘を受けたのが、日本の行動の真の意味でした。日本は自国の利益だけではなく、世界経済の安定を考えている。米国ドルの信用を支えることで、結果的に国際秩序を維持している。ある経済学者はこう評価します。「日本のような国が米国債を保有しているからこそ、ドルは世界の基軸通貨として信頼されている」。つまり日本は単なる投資ではなく、世界経済を支える責任を果たしていたのです。
What impressed overseas experts the most was the true meaning of Japan’s actions. Japan is considering not only its own interests but also the stability of the world economy. By supporting the credibility of the U.S. dollar, it is ultimately maintaining the international order. One economist commented, “The dollar is trusted as the world’s key currency precisely because countries like Japan hold U.S. bonds.” In other words, Japan was fulfilling its responsibility to support the global economy, not just making investments.

かつて戦後復興から立ち上がった国が、今度は世界経済の柱となって、静かに支え続ける。この日本の姿勢こそが海外から「真の先進国」と呼ばれる理由でした。そして米国が感謝したのは「約束を守り続ける国」への敬意でした。どんな危機でも約束を破らない。自国の危機よりも世界の安定を優先する。そして何より静かに支えるという美学を貫き通す日本の姿は米国に感銘を与えたのです。
The country that once rose from postwar reconstruction is now a pillar of the global economy, quietly continuing to support it. This Japanese attitude is the reason why it is called a “truly advanced nation” by other countries. And what the United States appreciated was its respect for “a country that continues to keep its promises.” Never break a promise, no matter the crisis. Prioritize global stability over its own crisis. And above all, the image of Japan, which perseveres in its aesthetic of quietly supporting, impressed the United States.
80年前、日米は太平洋戦争で敵味方に分かれて死闘を繰り返しました。1945年の終戦を迎え、日本のは戦後復興を手助けしたのは世界銀行や米国の存在でした。日本は復興のための借金を1990年に完済しました。時が過ぎて現在の日米関係は、日本は偉大な武道家の「自分を殺しに来た相手を、味方にすることが完璧な戦略」という言葉を実践した姿といえます。
80 years ago, Japan and the United States were divided into enemies and repeated deadly battles in the Pacific War. After the end of the war in 1945, it was the World Bank and the United States that helped Japan’s postwar reconstruction. Japan fully repaid its reconstruction debt in 1990. As time passes, the current Japan-US relationship can be described as Japan embodying the words of a great martial artist: “To make an enemy who came to kill you into an ally is the perfect strategy.”
