日本では、野党勢力を始めとして、国の防衛力強化に反対する勢力が多数存在します。日本のマスメディアもまた、これらの勢力に加担する傾向が強いのが現状です。防衛について語ろうとすると、反対勢力は「日本は戦争したいのか」「戦争できる国になりたいのか」「過去の戦争で犯した罪を忘れたのか」などと、感情的な言葉で世論を挑発しがちです。

In Japan, there are many forces, including opposition parties, that oppose strengthening the country’s defense capabilities. The reality is that Japanese mass media also tends to side with these forces. When discussing defense, opposing forces tend to provoke public opinion with emotional language such as, “Does Japan want to go to war?” “Does Japan want to become a country that can wage war?” “Has Japan forgotten the sins it committed in past wars?”

日本が強くなることに反対する勢力が、何らかの形で外国と繋がっている可能性は否定できません。そのような時代が長く続きましたが、日本は今、大きな変化の時を迎えています。その変化は、日本初の女性総理となる高市早苗氏の就任によるところが大きいようです。政治のトップが変われば、当然その政策に沿ってスタッフや方向性も変わります。

It cannot be denied that forces opposed to Japan becoming stronger may be connected to foreign countries in some way. Such an era has continued for a long time, but Japan is now facing a time of great change. This change seems to be largely due to the inauguration of Sanae Takaichi, who will be Japan’s first female prime minister. If the head of politics changes, naturally the staff and direction will also change in accordance with that policy.

今回の高市政権の閣僚人事で、小泉進次郎氏を防衛大臣に起用したことは、多くの国民にとって予想外でした。彼のソフトなキャラクターは認めつつも、約24万人の自衛官を率いる重責には疑問の声もありました。もちろん、高市総理には彼女なりの戦略がありました。

The appointment of Shinjiro Koizumi as Minister of Defense in the recent cabinet reshuffle of the Takaichi administration was unexpected for many citizens. While his affable character is acknowledged, some have questioned whether he is suited for the grave responsibility of leading approximately 240,000 Self-Defense Force personnel. Of course, Prime Minister Takaichi had her own strategy in mind.

高市総理は、小泉氏を左翼メディアからの攻撃に対する「盾」として機能させることを意図して任命したと思われます。もし小泉氏が発言しても、メディアは「またソフト路線だろう」と受け流すことで、結果として政権の核心的な防衛政策が無意識のうちに守られると考えたのです。また、国防という難しいテーマを、専門用語ではなく「シンプルで分かりやすい言葉」で国民に伝えるための適任者として、小泉氏のコミュニケーション能力が必要とされました。

The idea was that even if Mr. Koizumi made statements, the media would dismiss them as “just another soft approach,” and as a result, the core defense policies of the administration would be unconsciously protected. Additionally, Mr. Koizumi’s communication skills were deemed necessary to convey the difficult topic of national defense to the public in “simple and easy-to-understand language,” rather than in specialized jargon.

国防や安全保障に関する政策は、一般国民の理解を得るにはハードルが高いものです。しかし、日本を取り巻く軍事的な環境は日増しに緊張を高めています。日本を守るという行為は、自衛官だけでできるものではなく、「国民の総意」、あるいは「国民の後押し」があって初めて国防力を高めることができます。

Policies concerning national defense and security are often difficult for the general public to understand. However, the military environment surrounding Japan is becoming increasingly tense every day. Protecting Japan is not something that can be done by Self-Defense Forces personnel alone; it is only with the “consensus of the people” or the “support of the people” that we can enhance our defense capabilities.

高市総理の戦略は、経済力を基盤とし、「経済力を高め、生活を豊かにし、強い国家を築く」という「日本強靭化のサイクル」の実現を目指すものです。小泉氏の個性は、日本国民が強さと豊かさを実感できる国へと変える戦略に不可欠であると考えられたのです。

Prime Minister Takaichi’s strategy is based on economic power, aiming to realize a “cycle of strengthening Japan” by “enhancing economic power, enriching people’s lives, and building a strong nation.” Mr. Koizumi’s personality was considered essential to a strategy that would transform Japan into a nation where its citizens can feel strength and affluence.

小泉防衛大臣の「覚醒」/Koizumi Defense Minister’s “Awakening”

小泉防衛大臣は就任直後、大きな「覚醒」を遂げました。彼の内に眠っていた純粋な「正義感」と「守ることの尊さ」に火が付いたのです。

Defense Minister Koizumi experienced a major awakening immediately after assuming office. The pure sense of justice and the preciousness of protecting something, which had been dormant within him, were ignited.

What he saw were satellite photographs of three Chinese aircraft carriers encircling the Japanese archipelago, simulated footage of North Korean ballistic missiles within striking distance of Tokyo, and the harsh reality of the Self-Defense Forces’ aging equipment, personnel shortages, and budget cuts.

From this episode, it can be seen that Prime Minister Takaichi saw through Mr. Koizumi’s purity and sense of justice hidden in his heart, and made use of his “art of winning people’s hearts” in policy personnel affairs.

今回の防衛大臣人事について、最も警戒しているのは中国当局ではないかという見方があります。一部報道の中国外交部の内部文書によれば、彼らが最も警戒しているのは高市総理ではなく、小泉進次郎防衛大臣であると主張しています。

Regarding the recent appointment of the Minister of Defense, there is a view that the Chinese authorities may be the most wary. According to internal documents from the Chinese Ministry of Foreign Affairs reported by some media outlets, they claim that their greatest concern is not Prime Minister Takaichi, but Defense Minister Shinjiro Koizumi.

その理由は、彼に「思想が読めない」こと、そして「国民に最も影響力がある」ため、対応不能な存在であるという点です。さらに、父である小泉純一郎元首相が、就任期間中に中国の反対を押し切って靖国神社に何度も参拝した経緯があります。純一郎氏のマイペースで捉えどころのない「人柄」や「語り口」といった特性を受け継ぐ進次郎氏の国民的人気は、中国当局にとって警戒すべき大きな要素となっているのです。
